docs: Tab selection doesn't stick across sections

Once I'm going through the multipass document, my selection of the OS (like Linux or Windows) doesn't stick across different sections on the same page, so I have to pick it again for each section.

@alkankasalti Thank you for pointing this out.

This behavior was pointed out at a previous PR (see comment). It was a side-effect of migrating our tabs extension from sphinx-tabs to sphinx-design tabs.

This issue is also addressed in this open issue: #4622

I am going to create a fix hopefully this week.
