Labels should not be headers on account creation screen

• I have searched the existing issues and found none matching what I'm reporting.

Bug Description

Currently on the account creation page we have the field labels set as headings. This is not the standard or expected behavior in my opinion.
All we need to do is remove the header=true part in the semantics widget in order to fix this.

Steps to reproduce the behavior

1. Go to the account creation page,
2. Turn on Orca,
3. Navigate around the screen,
4. Notice that the labels are headings.

Expected behavior

The labels should not be headings.
