Update svgs and data for `timezone_map`

We need to re-synchronize `timezone_map` with the latest data from [libtimezonemap](https://git.launchpad.net/ubuntu/+source/libtimezonemap/) and geonames.org ([timeZones.txt](http://download.geonames.org/export/dump/timeZones.txt)).
