[cds] better event for access role model modification

when the plugin sets our access roles, we should use the compile.for.runtime event (added with cds 8.6.0) instead of loaded.

With the current cds version 9.1.0, the event "compile.for.runtime" gets called twice and "loaded" only once. This would need some additional code to make the handler idempotent, also mentioned in capire.
