Avoiding the Tribble 4-way Race Condition

See [this comment](https://github.com/capnproto/capnproto/blob/688ba658cb9cbc3e71e1c6abcbaceb3baaa8def1/c%2B%2B/src/capnp/rpc.c%2B%2B#L2030-L2077) in capnproto-c++. We should add similar logic to capnproto-rust to ensure that all messages are delivered in E-order.
