chore(deps): bump tough-cookie and @angular/cli in /integration/ng12

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@angular/cli](https://github.com/angular/angular-cli). These dependencies need to be updated together.
