Support merge queue

This repo's settings were updated to require the merge queue, but the workflow files don't implement the `merge_group` trigger. Due to this, PRs would be added to the queue but the CI checks would never report. To support the merge queue the workflow files will need to be updated.

For now I turned off the merge queue for `main`'s branch protection settings.
