Add Pluto during setup instead of getting-started

In the setup dependencies are installed. However, during the "getting started" section, Pluto is added. Adding Pluto triggered a lot of downgrades and added packages, which makes precompilation take a while (again). It seems to me that installing Pluto during the setup (and thus not re-pre-compiling) would be better.
