Titlebar links move to bottom of hamburger side menu when screen width is reduced

Apologies in advance if this belongs on a different repo related to the Workbench, but I don't have a clear idea of where it belongs.

During the transition of our lesson to the Workbench, we noticed some strange behaviour of links in the title bar. When the screen size is reduced, they go to the bottom of the hamburger menu rather than the top, which is what we would have expected. Is this an intentional decision? And if so, for what reason?

This is likely a by-product of either the lua filters or CSS shenanigans. I'll try to take a look over the coming weeks.
