Update Terraform provider carvel version to 0.11.2

Describe the problem/challenge you have

Currently, on Terraform registry the carvel provider has not been updated for the last 3 years. We have already 0.11.2 out which supports arm64 provider. Can this be bumped there?

Bump the carvel terraform provider on Terraform Registry.

To whom it may concern: use https://registry.terraform.io/providers/carvel-dev/carvel/latest instead of https://registry.terraform.io/providers/vmware-tanzu/carvel/latest . However, at time of writing its GPG keys are expired and need to be renewed.... Issue has been created for this: #38
