Move resolved (or closed) issues out of projects

We use projects page to manage issues like below:

• Casbin: https://github.com/orgs/casbin/projects/2
• Casdoor: https://github.com/orgs/casdoor/projects/1

When the issue is resolved by a PR (or closed by maintainer), we want to automatically remove it from the projects, instead of manually removing it.
