Update paper to reflect recent developments and parallel runtime environments

The paper is still accurate and valuable but it would benefit from a review and possibly updating to reflect recent thought changes, such as supporting concurrent runtime environments.

Over the last few years I've had quite a few thoughts about how this paper can be improved and the scheme completed. Happy to have a catch up to discuss. @TheNewAutonomy

That sounds good, it's still a very good paper but it would be good to review it and consider if it could be updated.

I'm just updating the Catalyst code base from .NET 3.0 to .NET 8 and with Netherminds updates for EVM changes so it would be good to consider the paper. Once the code base is updated it would be good to look at implementing the consensus mechanism set out in the paper since previously, only PoA was fully implemented.
