add new capability to control ability to set "lock" options in assignment setup.

Hey,
We noticed that, by default, a teacher does not have permission to change the "lock" configuration.
We were wondering if this was the right behavior?
For now, we've added the "maharaws:configure" permission to a teacher to give them the ability to manage this setting, but this permission also gives access to other configurations like "url", "key" and "secret"?
I know we can set the "url", "key" and "secret" parameters globally, but I don't think the "lock" parameter should be treated with the same permission.
One is a technical configuration while the other is linked to the submission itself.

What do you think about it?

Hi there - I don't see any issues with adding a new capability to allow you to give different sets of users the ability to lock vs set the url/key/secret parameters, however as this is improvement/feature development it's probably not something we'll have time to do ourselves - if you have internal development capabilities, pull requests are always welcome!
