Make a new admin setting to limit authentication for those with authentication method "User Key authentication"

It seems like a feature that is enabled by default. Agree that it should be optional. Feel free to submit a patch.

Rough specs would be:

• Add an admin option to enable or disable login using auth_userkey for users only with userkey auth method.
