New hooks implementation breaks web installer #98
Description
The new hooks API dispatches hooks during install and upgrade whereas the old lib.php style callbacks didn't. This is a backwards incompatible change that was not very well documented.
I've submitted a PR to the docs repo to address that. We should implement this suggestion here in local_csp.
