Rules for custom user profile field of type date are not accurate

We have added a custom profile field of type date to store employee start date.
In Dynamic rules we have enabled the rule condition DATE is after XX.

But many users that should not qualify to be assigned the cohort are included.
Eg users with the following start dates:

Can you please provide full steps to replicate. E.g. exact configuration for you cohort, the rule and its conditions. Also would be good to know your Moodle version and the plugin version installed.
