Investigate viability of a direct bootstrap of excimer from config.php without relying on hooks

Just so we can fully capture any early bottle necks in the moodle bootstrap

If this isn't viable (likely because of missing class loaders etc) then as a fallback we can still bootstrap early but all it does it record a timestamp in microseconds somewhere so we at least can record the time spend on the bootstrap even if we can't see all its details
