Gracefully ignore missing tables during uninstall / install cli

Early in the process when setting up or migrating a site it is common to half objectfs half installed, and yet you want to uninstall a plugin, which deletes files, which uses objectfs when its not ready. Very similar to #521

Proposing to handle this gracefully when deleting a file, log it, and keep moving
