Test when cron is disabled, cron cli won't run, task cli won't run

• make a new task 'startstop' , all it does is print that it has started, sleep for a bit, and then prints stop

Make a bash script which:

• tab 1: run cron.php --disable
• tab 1: run cron.php which should exit immediately
• tab 1: run the cli task tool for this single task, it should still work
