Test that ad hoc tasks will be halted mid queue

• Make a cli which just create 10 ad hoc tasks, each task will just spit out it's number and sleep for a second
• tab 1: run cron.php
• tab 1: wait until you see the ad hoc tasks being processed
• tab 2: cron.php --disable
• tab 1: cron should exit at the next ad hoc task

tab 1: sudo -u www-data php admin/tool/testtasks/cli/queue_ten_adhoc_tasks.php
tab 1: sudo -u www-data php admin/cli/cron.php

tab 2: sudo -u www-data php cron.php --disable
