Bump js-yaml and redoc-cli

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependency [redoc-cli](https://github.com/Redocly/redoc). These dependencies need to be updated together.


Removes `js-yaml`

Updates `redoc-cli` from 0.9.12 to 0.13.21
