Consensus on tag 2 and 3 equivalence

Opinions about whether tag 2 and 3 big numbers in the range of major types 0 and 1, must be encoded as major types 0 and 1

I believe there is consensus on the mailing list that the unification / equivalence will stand, but that this is the only one. Tag definitions will not be permitted to affect the data model of the basic types or other non-consenting tags.

We still need to figure out where to document this.
