Compile failed in MacOS

[sman2013]

When i build in macOS,

checking for SSL_free in -lssl... no
configure: error: OpenSSL library required
make: *** No targets specified and no makefile found.  Stop.

But the openssl lib has already installed.

Updating Homebrew...
Warning: openssl@1.1 1.1.1d is already installed and up-to-date
To reinstall 1.1.1d, run `brew reinstall openssl@1.1`

Does it the invalid version of openssl?
