Planning from in water fails #23
Description
When planning is done while chip is in water it fails. I believe this is because the tw.Water is on bot instead of top and it isn't translated into the pddl.
This is probably a more widespread problem than just water.
To see an example of this failure you can use this level:
python run_agent.py dirtdarren.dac -l 7 -v 4
