We should enable local notification (when user is online, but the screen is off, it won't show the notification)

If the user opens the app, and left it there or simply turn off the screen (not pressing the home button), the server will simply send the meesage to the target user (since he/she is still online), and won't have a push notification showing up to let the user know there is a new message.
