signing problem

I discovered that I couldn't cancel my order today. After checking the official Binance API update documentation, I found that the signature had changed.

When calling endpoints that require signatures, percent-encode payloads before computing signatures. This is because for DELETE requests, the parameters need to be appended to the URL rather than included in the request body. It is not a signature issue.

@bryanchen463 I can't test margin order on binance api. Could you take a look and see whether the changes in this PR (#798) fix issue?
