Prepare release v0.3.0

Switch the release from 0.3.0-draft to 0.3.0.
Remove the "draft" tag on various events too:
- artifact.signed
- testcaserun.(queued|started|finished)
- testsuiterun.(queued|started|finished)
- testoutput.published

Update the script to include the new bucket.
