Add section for progressive delivery w/ Feature Flags

Can / should a section be added to the continuous deployment best practices page for progressive delivery using feature flags.

Projects like OpenFeature have lots of expertise that we can lean on here.

It's certainly something that could be discussed. Some consideration is needed as this is sometimes practiced at a Continuous Integration level, acting purely on code, and sometimes at a Configuration Management level, controlling deployment config...
