Proposal

Investigate what changes are needed to support a new type of node that only syncs tx data but not blob data.

Open Questions

1. What does this node verify when sync'ing historical blocks?
2. Does this node sync from genesis or a snapshot?
3. Does this feature include a mechanism like state sync or only sync'ing from genesis?
4. Does this node store any blob data or only txs?
5. Does this node assume blocks with PFBs have the corresponding blob without actually verifying the blob?

This is for a node syncing from genesis that just wants to sync, index and verify historic tx data, not blob data. Example use case is someone building a block explorer that wants to see historical txes and blocks.
