Reproducible ELF builds for SP1 program

63d6515 bumps https://github.com/eigerco/lumina/releases/tag/celestia-types-v0.12.0 and clear the lock - this MIGHT affect the ELF build as we are not doing https://docs.succinct.xyz/docs/sp1/writing-programs/compiling#production-builds AFAIK, and thus the vk could change at any update of anything in the repo (deps or even file structure of the repo I think) 😬 - that effects the contract deployment to verify I think @S1nus

Yep that's correct. Every update of the deps is going to break the vkey. L1DAValidator needs to be kept up to date via the chain's governance.
