Localization issue with governance timer duration #428

Description
Execution / approval / voting window time remaining appears to be calculated against local timezone instead of UTC. As a result for example, the recent proposal 271 appeared to have expired many hours before it actually did (I was in UTC+10 at the time).
Environment
- Ubuntu 24.04.3 LTS
- Brave 1.85.120 (Official Build) (64-bit)
- Chromium: 143.0.7499.192
