Move tools/bazel.rc to .bazelrc (#227)

As of bazel 0.18.0, tools/bazel.rc is deprecated and causes a warning. After 0.19.0, that file will be ignored. Previous versions of bazel do load .bazelrc (but it shadows $HOME/.bazelrc)
