OC Status translation to backend formats convention #266
Description
I couldn't find a convention when translating OC Status to different trace formats. It seems that this has been done ad hoc per language/exporter we need a simple convention to ensure consistency in this regard, see census-instrumentation/opencensus-java#1927 for instance.
