Remove liveness driver type from the ceph-csi

we had introduced a liveness in cephcsi very long back (6 years) and its not much for new now a days and kubernetes has native support for the same #1096.

In next release we can deprecate it and later remove the flag from the repo (to avoid crash instead of loosing the functionality).
