make permalinks more discoverable

From the "Fixed URL for latest branch shaman build?" thread on ceph-devel, it's hard for users to easily discover the "permalink" URLs to the latest repository definitions. The feature is really important for CI testing, but it's sort of hidden at this point unless you know how to construct the URL.

Can we display the permalinks in the Shaman UI somehow so it's easier for users to discover on their own?

I checked if ceph-deploy can already grab shaman builds -- it seems to support it already, so that's good.

Otherwise I think this just needs documentation. Probably this needs to be updated, also with some shaman api info: http://docs.ceph.com/docs/master/install/get-packages/#add-ceph-development

Copying from that mailing list thread: shaman will give direct Yum .repo file contents, like so:

curl -L https://shaman.ceph.com/api/repos/ceph/reef/latest/centos/9/repo/

Same thing in expanded form (default flavor):

curl -L https://shaman.ceph.com/api/repos/ceph/reef/latest/centos/9/flavors/default/repo/

or get a non-default flavor (crimson):

curl -L https://shaman.ceph.com/api/repos/ceph/reef/latest/centos/9/flavors/crimson/repo/

or a wip branch (default flavor):

curl -L https://shaman.ceph.com/api/repos/ceph/wip-kkeithley-zipper-dd/latest/centos/9/flavors/default/repo/
