Feature request: Assign incident actions/to-dos to a specific user

Is there a way to assign actions/to-dos for an incident to a specific user? Along the same lines, can a user then see which actions they have been assigned in one place across all incidents and add comments / nuggets to these specific actions? Thanks.

I currently work around this by create a business line for every user I want to assign tasks
