Frozen POM missing plugin dependencies #1459
Description
With v5.11.0, the lockfile is able to record plugin dependencies. However these dependencies are not being written to the "frozen" pom.lockfile.xml file. Plugin dependencies are allowed to be declared in the pom.xml.
