Request arm64 platform support

We adopted chaos-mesh for error injection testing on Mac M1 (arm64) machines, and found IOChaos failure.

With some digging, we figure out the root cause that the arm64 image of chaos-daemon packed with an amd64 toda binary.

If that possible to support arm64? That will be benefit a lot for Mac M1/M2 users, thanks.

We used to have a plan to build features on arm64, but not anymore.

We do not have enough resources to maintain features on arm64, and we're going to purge arm64-related code out of the codebase in the future.

If you have any ideas about how to keep arm64 alive, we're very happy to collaborate. ❤️
