When to use title:? #43
Description
I have written down that I need to use title: when writing a markdown file but not when writing a .chpl file. Is that on purpose or an accident? It was a stumbling point for me, so I'd prefer consistency but I don't know how much of that is an artifact of Hugo or something on our side.
If it's intentional or a strong requirement, it'd be good to mention it in the README for creating both kinds of articles, so that someone used to writing one style of article will have an easier time when writing their first article of the other style
