adjust pyproject.toml to look in path for deltachat-rpc-server

OpenBSD doesn't have a pypi solution for the deltachat-rpc-server, and therefore it fails to install.

The server does build on the platform, however. If we check the path for the binary, and give an error to install it if it doesn't, platforms without a packaged rpc server can play too. :)
