Implement Header in `CheckstyleAutoFix`

Part of this issue:

• Refactor the Header recipe to use checkConfiguration for simplification.
• Register the Header recipe in the recipe registry.
• Accept propertyPath as an input parameter in CheckstyleAutoFix.
