tsi.src in repo libchewing is out of sync with repo libchewing-data

I think we should either:

1. deprecate libchewing-data, or
2. ask everyone improve tsi.src at libchewing-data. libchewing repo only sync the change periodically,
   • maybe study if git submodule or similar technics fit our need.

git subtree or git submodule can do the trick, but I am not sure if it worth or not. Maybe we can discuss in https://groups.google.com/forum/#!forum/chewing-devel ?

libchewing-data looks out-dated, and I wonder if it worth to maintain dictionary in both big5 and utf8 encoding.
