[CI] Regression Errors

Found while running CI for #430:

1. GH worker authentication error?

ServiceException: 401 Anonymous caller does not have storage.objects.create access to the Google Cloud Storage object. Permission 'storage.objects.create' denied on resource (or it may not exist).

2. Dependency errors

the dependency error has been addressed in chipsalliance/riscv-dv@c22ca01 and the submodule bump is included in #431

The authentication error requires updating the underlying infra. For now, only PRs originating from other branch in this repository are allowed to access the storage
