Description
Deep ML-DSA CSRs are too large to fit in the Caliptra 2.1 mailbox SRAM. We need to implement a form of chunking to allow us to send the full CSR. This should be defined well in the spec before implementation.
CSRs deep in the tree can be up to 17KB. Caliptra 2.1 mailbox SRAM is only 16KB.
