Error when Compiling Chisel in Rockt-Chip

I have checked out the Rocket-chip repo and using mill( the version of rocket chip is 0.10.9) to build it. When it came to the chisel sub-project:

it seems that the build.sc of chisel sub-project have some incorrect content.
I have learned that the version of mill using by chisel is 0.12.5 now. Is this what is causing the error?

https://github.com/ucb-bar/chipyard maintains a functioning and up-to-date build flow of rocket-chip, but it builds a bunch of other stuff as well.
