Describe The Solution. Why is it needed?

The ChocolateyBinRoot environment variable was slated for removal in 2.0.0. It has not been. This is to track removal of the variable as part of 3.0.0.

Additional Context

There is at least one reference to this removal that should be updated: https://github.com/chocolatey/choco/blob/develop/src/chocolatey/infrastructure.app/templates/ChocolateyReadMeTemplate.cs#L106
