Missing DLL error

When trying to launch the main program on windows 7 (does not matter whether 32 or 64 bit) it displays a message:
System error
"The program can't start because api-ms-win-core-path-l1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

Putting the stub dll api-ms-win-core-path-l1-1-0.zip (VirusTotal, Source) into the program folder allows the 32bit runtime to start but since it cannot provide the needed API, no rotations are made.

Same here for me. Any chance that there is a fix contained in a small update?
