What are the green dots for?

I've been trying different scenarios to see how these green dots react, but i've not been able to really figure out what do they react to and what are they supposed to tell you...

When there are metadata or settings take out of your way, you need some indicator that this section has some information added. This can be a tag or a project, or some subtasks. By the time you make a change in these sections and save it, the icon of the section gets a green dot.
