Show a list of existing tags in all tag selection fields

In any tag field, right now I have type out each tag for it to appear and to select it. This is true for tasks and projects at least. It is more efficient and ideal to just show all of the tags right away in the same popup where the tags show eventually. This way, users can click to choose the tag quickly, and while they type, the tags just filter out.
