Description
Sometimes when tabs are switched the bar will lose it's information regarding upvotes/downvotes
If the text of a submission is very long it tends to mess with the style of the bar
On pages like youtube where a flash video starts to buffer when the page is loading, the page will never stop loading until the youtube video does. Thus, the bar does not always show up.
Sometimes if you click a link from reddit, and while that link is loading, click the back button..the bar for that submission will show up on reddit.com
